DF · Development finance advisory

E&S and OHS advisory for MDB‑financed projects.

Projects financed by the World Bank, ADB and AIIB carry exacting environmental, social and OHS obligations. We help project teams build the systems and staffing that keep a project compliant from mobilisation to completion, and ready for every supervision mission.

Overview

What we do, and why it matters.

Under the World Bank’s Environmental and Social Framework and the equivalent requirements of ADB and AIIB, borrowers commit to a detailed set of instruments: environmental and social commitment plans, management plans, labour management procedures, stakeholder engagement plans and grievance mechanisms. Project management units and contractors then have to deliver and evidence them on site, month after month.

We help PMUs, contractors and government counterparts set up the systems, staffing and monitoring to do that. Our principals have supported World Bank-funded infrastructure, employment and municipal programmes in Nepal and South Asia, and E&S, OHS and community health and safety advisory on development-financed infrastructure.

The challenges

Where clients come to us.

Risk

Supervision mission findings

E&S and OHS non-compliances raised by the lender delay disbursements and damage the project’s rating.

Risk

PMUs without capacity

Project teams are expected to manage complex safeguard requirements without the staff, tools or training to do it.

Risk

Contractors off-plan

Contractor E&S and OHS plans exist on paper, but site practice and reporting do not match them.

Our approach

How an engagement runs.

  1. Mobilise

We review the commitment plan and safeguard instruments and set out who must deliver what, and when.

  2. Build systems

We set up reporting templates, monitoring tools, grievance mechanisms and contractor requirements.

  3. Supervise

We inspect sites, coach contractor E&S and OHS staff, and track corrective actions to closure.

  4. Report

We prepare periodic E&S reports and get the project ready for each supervision mission.

Questions

Frequently asked questions.

What does the World Bank’s ESF require from a project team?

The borrower agrees an Environmental and Social Commitment Plan and prepares instruments such as an ESMP, labour management procedures and a stakeholder engagement plan, with a grievance mechanism. The project team then implements and reports against them throughout the project, and the Bank checks progress on supervision missions.

Can you provide key experts for a bid?

Yes. We provide E&S and OHS methodology and key experts whose CVs meet lender requirements, scoped to the terms of reference.

Do you work outside Pakistan?

Yes. Our principals have delivered in Nepal, the GCC and Africa, and we take on project assignments in Bangladesh and Sri Lanka.
